Taiwan ARC 101: A Foreigner’s Key to Life on the Island.

Mahasiswa30 Agustus 2025

The ARC in Taiwan stands for Alien Resident Certificate — it’s essentially the official ID card for foreign nationals who are legally residing in Taiwan for an extended period.

What does the ARC do?

Alien Resident Certificate

An ARC serves as proof of legal residency and allows access to services like:

  • National Health Insurance
  • Opening bank accounts
  • Renting apartments or buying vehicles
  • Applying for a driver’s license
  • Getting a SIM card or internet service

Who Needs It?

Anyone staying in Taiwan for more than six months typically needs an ARC. This includes:

  • Foreign workers (like OFWs)
  • International students
  • Spouses or children of Taiwanese citizens
  • Entrepreneurs and investors

How to Get One?

Apply within 15 days of arriving in Taiwan. Submit documents to the National Immigration Agency (NIA), including:

  • Passport and visa
  • Work permit or student enrollment proof
  • Health certificate (in some cases)
  • Passport-sized photos
  • Application form

Key Restrictions for ARC Holders.

  1. Employment Limits
You can only work in Taiwan if your ARC is tied to a valid work permit. Unauthorized work (outside your approved job or without a permit) is strictly prohibited and may result in fines or deportation.
  2. Residency Purpose Boundaries
Your ARC is issued for a specific purpose—work, study, family, etc. You can’t switch purposes (e.g., from student to worker) without applying for a change through the National Immigration Agency.
  3. Travel Requirements
If you plan to leave Taiwan temporarily, you may need a re-entry permit to maintain your ARC status. Without it, your ARC could be canceled upon exit.
  4. Duration and Renewal
ARC validity is typically tied to your visa or employment contract. You must renew it before it expires. Overstaying—even by a day—can result in penalties.
  5. Permanent Residency Eligibility
ARC holders must meet strict criteria to apply for permanent residency (APRC), including:
    • 5 years of continuous legal residency
    • At least 183 days per year physically present in Taiwan
    • Financial requirements like income or investment thresholds

The ARC differs from Taiwan’s National ID, which is only issued to citizens with a household registration. So, if you’re a long-term foreign resident, the ARC is your golden ticket to everyday life in Taiwan
